The architects of record on this project, Whitney, Atwood and Norcross, hired Rudolph to design this building. He designed a water feature for this building which would have been stunning. A covered walkway would have extended from the front entrance of the building toward the flagpoles from which would spill water on one side in a sheet-like manner into a small pond. This detail is shown in the drawings.
